Residents receive alert of homicide suspect on the loose in Ramsey County

ROSEVILLE, Minn. — A number of Twin Cities residents received an emergency alert reporting of a shelter in place due to a homicide suspect on the loose.

St. Paul Mayor Melvin Carter said shortly thereafter that the alert “inadvertently went out wider than intended,” which St. Paul police are also reporting.

The incident happened near Har Mar Mall in Roseville. Authorities in that city reported as of about 11:30 a.m. that they had the suspect in custody.

A spokesperson with Roseville schools confirmed schools were placed in lockout at the direction of Roseville Police, due to an armed suspect in the area.

The alert described the suspect as a 17-year-old boy with a thin, muscular build and long, wavy light brown hair. He was also described as wearing pajama pants and no shoes.
